The tab is meant to alert you if you are close to someone who was recently infected or neear someone who ‘might’ be infected’.
The notifications is always OFF, if your location and Bluetooth are also OFF. However, going by the admission by Google, now called Alphabet, turning OFF your notifications doesn’t guarantee them not tracking you. YOU ARE STILL BEING TRACKED.

But the reality is that Google can continue to collect location data and even track you on a minute-by-minute basis, remembering your home address, and other places you’ve visited throughout the day” – the Associated Press reports.
Now, the Covid -19 contact tracing which whistleblower Edward Snowden called ‘futile and a creation of an oppressive architecture”, has also been installed on iOS, for Apple. iPhone users are also not spared.
